The Cincinnati Public Schools. The project's purpose was three-fold: to provide formative feedback to school and district personnel on the initiative's progress and factors affecting implementation and attainment of goals, to determine annually the amount of progress made toward the initiative's goals, and to contribute to the national knowledge base about school reform by identifying factors affecting the successful implementation of team-based schools and their capacity to improve student performance.
