He has specific research interests in school district consolidation, the efficient use of resources in education, and Pennsylvania education policy. In his present role as a CPRE research specialist, Collins is investigating the resources required to deliver quality childcare and early childhood education in Pennsylvania. He also teaches education policy students about applied statistics at University of Pennsylvania Graduate School of Education. Collins holds a Ph.D. and other graduate degrees in education along with degrees in statistics, business, and engineering. He is certified to teach secondary science, math, government and economics in Pennsylvania.
